Importing a Car vs. Buying Locally

Age limits and right-hand-drive requirements for importing a car into North Cyprus, the one-time settler exemption, and the inspection process for buying locally.

If you need a car in North Cyprus, you have two routes: import one from abroad, or buy new or used locally. Importing is governed by the strict conditions of the Motor Vehicle Age Restriction Regulation (MTAYST); for most people settling here, those conditions rule out importing, leaving buying locally as the practical option.

Importing: Age Limits and the Right-Hand-Drive Rule

MTAYST, issued under the Foreign Trade (Regulation and Supervision) Law, sets two core limits on vehicles imported into North Cyprus:

  • Age limit (articles 5, 7): 5 years for passenger cars, non-standard vehicles, and motorcycles; 12 years for motor caravans; 12 years for commercial vehicles (semi-trailer trucks, cranes/fire engines/concrete mixers, and buses carrying fewer than 22 passengers); 13 years for buses carrying 22 or more passengers. A vehicle exceeding the applicable limit is not granted an import permit (double-decker buses carrying 22+ passengers can be conditionally exempt when used for hotel guest transport).
  • Right-hand-drive requirement: apart from defined exceptions, left-hand-drive vehicles cannot be imported in any category. Since traffic in North Cyprus runs on the left, an imported vehicle must be right-hand drive — this follows from the driver's sightlines and boarding side being matched to left-hand traffic.

The regulation also defines narrow exceptions: if a delay caused by weather, loading problems, or illness/accident during transit does not exceed 60 days, the Director of the Trade Department can permit import; vehicles that have reached 25 years of age can be imported with approval from the Turkish Cypriot Classic Car Association/Classic and Sports Car Club and the Department of Antiquities and Museums; and North Cyprus public officials who served abroad for at least 2 years have a one-time diplomatic exemption with Foreign Ministry approval.

MTAYST includes some temporary provisions dated 2025 (specific application windows); those windows may have already closed. Do not plan around a temporary-provision detail — check the regulation's current text at the source above.

Customs duty, excise, or VAT rates are not covered in this regulation and are not given here; confirm those separately from the relevant customs legislation when budgeting an import.

The "Settler" Exemption

Article 6 of MTAYST gives a person who meets the regulation's defined "settler" criteria the right to import a vehicle registered in their own name, regardless of the age limit, on a one-time basis, before the vehicle reaches customs. This is the most important exception in this guide, but its conditions are narrow:

  • For North Cyprus citizens (article 2 definition): having lived abroad for at least 10 years before the most recent entry, during which time spent in North Cyprus did not exceed 180 days per year and 1,500 days total over the 10 years, proving at least 2 months of residence since the most recent entry via a Police Immigration document, and being 28 years old or above (holding a North Cyprus ID card).
  • For foreigners: proving ownership of at least one residence via title deed or a sealed sale contract, OR an Immigration Department property-based residence permit, OR a high-income residence permit plus a lease, proving at least 2 months of residence, being 28 years old or above, and not being a student.

For North Cyprus citizens, the application deadline is at most 1 year from the date of entry for settlement. A vehicle imported this way must also be right-hand drive.

A vehicle imported this way cannot be sold or transferred for 3 years; during that period only the owner and their cohabiting spouse or first-degree relatives may use it.

Students cannot use this exemption. The regulation's definition for foreigners explicitly requires "not a student" — if you hold student status, you cannot use the settler exemption to import a vehicle regardless of the age limit; buying locally is your only option.

Bringing Your Own Car by Ferry

Besides importing by other means, there's a third route: bringing your car into North Cyprus by ferry from Taşucu, Mersin, or Anamur. The age limit and right-hand-drive rule above still apply — there's no separate exemption for vehicles arriving by ferry. Taking a North Cyprus-Plated Car to Turkey

Taking a North Cyprus-plated vehicle to Turkey by ferry falls under a separate Exit Permit process listed among the Traffic Department's vehicle registration procedures (Traffic Department): a valid passport is required, and if you're not the vehicle's owner, a notarised power of attorney that explicitly authorises taking the vehicle out of the country.

Other commonly asked questions — which department issues the exit permission, whether there's a one-vehicle-per-citizen limit for Turkish citizens, whether rental ("Z" plate) cars can leave the island, and how long a North Cyprus-plated car can stay in Turkey — could not be confirmed as verified fact from official sources. Before travelling, confirm these directly with the Traffic Department (+90 392 601 15 50) and with customs or port officials.

Buying Locally: Licence Conversion and Inspection

For most people settling here, buying new or used locally is the practical route. Two things to check:

Driving licence conversion. The process and any fee for converting a foreign driving licence into a North Cyprus one could not be found published on the Traffic Department's or Police Headquarters' official pages.

Vehicle inspection. Every registered vehicle needs a valid Vehicle Inspection Certificate; under article 94 of the 1974 Motor Vehicles and Road Traffic Regulation, a vehicle past its inspection date cannot be driven, and even with a valid registration document, the registration is considered invalid without this certificate. Inspection dates are announced in date-range slots through the year, grouped by licence plate letter group; check the current schedule on the Traffic Department's inspection announcement.

Bring these documents to your inspection appointment (article 4/i):

  • Receipt or online payment confirmation for the inspection fee (obtained from the Motor Vehicle Registration and Licensing Section in Nicosia, or from the Tax Office in other districts)
  • Motor Vehicle Registration Document (original)
  • Third Party Insurance Certificate (original)
  • Driver's Driving Licence (original)

A vehicle without a valid road licence but with valid insurance can still be brought to the centre for inspection (article 4/ii). Inspection hours start at the beginning of the working day and end half an hour before it closes.

FAQ

Can I bring my own car into North Cyprus?

As a rule, no. Under the Motor Vehicle Age Restriction Regulation (MTAYST), an imported vehicle must be within an age limit and must be right-hand drive. The one exception is the 'settler' exemption (article 6), which has its own strict conditions, explained below.

Can students use the settler exemption?

No. MTAYST's definition explicitly limits the exemption for foreigners to people who are 'not a student.' If you hold student status, you cannot use the one-time age-limit exemption to import a vehicle; buying locally is the only route.

Can I sell a car I imported right away?

No. A vehicle imported under the settler exemption cannot be sold or transferred for 3 years; during that period only the owner and their cohabiting spouse or first-degree relatives may use it (MTAYST article 6).

Can I import a left-hand-drive car?

As a rule, no. MTAYST bans left-hand-drive imports across all vehicle categories; since traffic in North Cyprus runs on the left, imported vehicles must be right-hand drive. A few narrow exceptions defined in the regulation (force majeure, classic cars, diplomatic cases) exist, but this rule is not expected to flex outside them.

Where do I get a locally bought car inspected?

Can I bring my car over by ferry?
